PROFESSIONAL BACKGROUND:

Rumu Sarkar was appointed as the General Counsel to Millennium Partners, an international development consulting firm located in Charlottesville, VA, in November 2013.  Prior to joining Millennium Partners, she served as the Senior Legal Advisor to CALIBRE Systems, a defense consulting group based in Alexandria, VA. Immediately prior to this position, she was the General Counsel for the 2005 Defense Base Closure and Realignment (BRAC) Commission. She also served as the General Counsel for the Overseas Basing Commission, before joining the BRAC Commission.

Dr. Sarkar was also the Assistant General Counsel for Administrative Affairs for the Overseas Private Investment Corporation (OPIC), and formerly an Attorney-Advisor with the Office of the General Counsel of the U.S. Agency for International Development (USAID). She began her career as a litigation associate with two Wall Street law firms in New York, NY.

Professor Sarkar is member of the Advisory Committee (Emeritus) for PROLAW, a Masters of Law (LL.M.) program of Loyola University Chicago (LUC).  Professor Sarkar has taught for LUC at its Rome, Italy, and Beijing, China, law campuses, and is scheduled to teach a forthcoming symposium in Chicago, IL.  She was an Adjunct Law Professor Georgetown University Law Center where she taught a graduate law (LL.M.) seminar, and has extensively published law textbooks and law review articles on a variety of subjects. She was also a professor at the Africa Center for Strategic Studies, Ft. McNair, Washington, DC.  She is also currently a Fulbright Scholar and has been appointed to the Specialist Roster where she has been designated as an expert in international law.  She is available to teach law overseas by requesting foreign institutions until May 2018.

Dr. Sarkar completed her B.A. at Barnard College, Columbia University; her law degree (J.D.) from the Antioch School of Law; her Masters of Law (LL.M.) degree, and her Ph.D. in Philosophy from Newnham College, Cambridge University.

Ms. Sarkar has experience providing legal advice, as well as negotiation and litigation expertise relevant to the entire lifecycle of a government contract.  When necessary, she is able to file bid protests and litigate contract claims against U.S. Government agencies. Ms. Sarkar has been solo and lead counsel in numerous bid protests and know what it takes to succeed at every available forum, including state and federal courts.  She can represent you before many agencies and courts including:

  • The Government Accountability Office (GAO)
  • The U. S. Court of Federal Claims
  • The Armed Services Board of Contract Appeals
  • The Civilian Board of Contract Appeals

Ms Sarkar also has experience in negotiating international procurements as well as using the U.S. Government Federal Acquisition Regulation (FAR) rules for complex procurements here and abroad.

INTERNATIONAL PROJECTS:

Ms. Sarkar has a wealth of experience operating in foreign environments including francophone countries.  She offers legal support for all aspects of establishing, managing and closing out overseas operations and projects funded by the U.S. Government as well as other international organizations.  Her services encompass all aspects of setting up overseas offices, negotiating employment contracts in compliance with local laws, leasing arrangements, procuring office equipment and negotiating supply contracts, entering into joint venture and teaming agreements, and dismantling overseas operations, where necessary.  These services are also available in French.
